El mes pasado, un terremoto de magnitud 6,1 sacudi\u00f3 la isla Luz\u00f3n en Filipinas. El terremoto dej\u00f3 un saldo de m\u00e1s de 200 personas heridas y 18 fallecidos, cinco de los cuales murieron a causa del derrumbe de un supermercado. Al d\u00eda siguiente, un terremoto de magnitud 6,4 sacudi\u00f3 las islas Bisayas, ubicadas a unos 600 kil\u00f3metros de distancia. Se trata del decimoctavo mayor terremoto que haya golpeado al pa\u00eds desde 2010.<\/p>\n\n\n\n

Filipinas se asienta sobre el llamado Cintur\u00f3n de Fuego, una extensa zona en forma de herradura en el Oc\u00e9ano Pac\u00edfico, conocida por su actividad s\u00edsmica. Las redes de telecomunicaciones del pa\u00eds pueden ser inestables, incluso en las mejores \u00e9pocas, pero tras este tipo de desastres naturales, las comunicaciones limitadas y las dificultades que ofrece el terreno hacen particularmente dif\u00edcil el despliegue de recursos. Los veh\u00edculos a\u00e9reos no tripulados<\/strong>, m\u00e1s conocidos como drones, pueden constituir una poderosa herramienta para acelerar el proceso de evaluaci\u00f3n posterior al desastre. Pueden ayudar a monitorizar el estado de las carreteras, asistir a los socorristas a hallar a las personas atrapadas y servir de transporte alternativo para distintos tipos de carga, como, por ejemplo, un sistema de red de sensores para recopilar informaci\u00f3n.<\/p>\n\n\n\n

El cap\u00edtulo Filipinas<\/strong> de la Internet Society explor\u00f3 el uso de drones durante las operaciones posteriores a la ocurrencia del desastre, lo que incluy\u00f3 la coordinaci\u00f3n de la b\u00fasqueda, el rescate y la recuperaci\u00f3n. Nuestra investigaci\u00f3n incluy\u00f3 el dise\u00f1o y desarrollo de aplicaciones, interfaces web e infraestructura de hardware, que instalar\u00edan este tipo de arquitectura para su uso en lugares remotos. Esto permitir\u00eda a los usuarios acceder a una experiencia de Internet igual a la de los pa\u00edses desarrollados\u00bb. <\/p>\n<\/div><\/div>\n\n\n\n

Antecedentes<\/h2>\n\n\n\n

La misi\u00f3n de captaci\u00f3n de im\u00e1genes a\u00e9reas fue lanzada en primer lugar para recopilar los conjuntos de datos necesarios para el seguimiento de funciones, extracci\u00f3n y procesamiento de im\u00e1genes. En alianza con SkyEye Analytics y la Organizaci\u00f3n Internacional para las Migraciones, el proyecto particip\u00f3 en la captaci\u00f3n de im\u00e1genes de alta resoluci\u00f3n mediante dron de algunas comunidades de Batasan, Pateros y Navotas, donde era necesario identificar rutas seguras y puestos de control de evacuaci\u00f3n.<\/p>\n\n\n\n

Benjz explica lo siguiente: \u00abDesarrollamos nuestro UAV personalizado utilizando una estructura de ala voladora de EPO espuma X-8, que difiere de nuestro dise\u00f1o original, que usaba el armaz\u00f3n Super SkySurfer. El ala voladora nos permite transportar m\u00e1s masa de carga \u00fatil sin modificar demasiado el fuselaje, manteniendo los 45 a 80 minutos de tiempo de vuelo\u00bb.<\/p>\n\n\n\n

Simulaci\u00f3n de desastre: se\u00f1ales de auxilio, im\u00e1genes a\u00e9reas e infraestructura<\/h2>\n\n\n\n

El equipo implement\u00f3 tres tipos de misiones de simulaci\u00f3n utilizando computadoras port\u00e1tiles de bajo costo. La primera misi\u00f3n recopil\u00f3 se\u00f1ales de auxilio de radio de largo alcance de \u00absobrevivientes\u00bb equipados con kits desarrollados por el equipo del proyecto. Estos kits son compatibles con tel\u00e9fonos inteligentes y transmiten continuamente las coordenadas de GPS de los sobrevivientes a trav\u00e9s de m\u00f3dulos de largo alcance de 433MHz. Los m\u00f3dulos transmiten mensajes de hasta 251 caracteres que permiten conocer la ubicaci\u00f3n, el nombre y otros datos de identificaci\u00f3n. El equipo tambi\u00e9n dise\u00f1\u00f3 y desarroll\u00f3 kits que recopilan, sincronizan y almacenan perfectamente datos de radiobaliza y otros datos fundamentales en el terreno.<\/p>\n\n\n\n

La segunda misi\u00f3n tuvo una carga especializada compuesta de c\u00e1maras y canales de comunicaci\u00f3n con ancho de banda alto. Los drones tomaron im\u00e1genes a\u00e9reas de los sobrevivientes y los caminos, estableciendo un v\u00ednculo de comunicaci\u00f3n a pedido entre el sobreviviente y el centro de control. La tercera misi\u00f3n se implement\u00f3 cuando los caminos fueron transitables y ofreci\u00f3 a los sobrevivientes un v\u00ednculo de comunicaci\u00f3n m\u00e1s permanente, adem\u00e1s de energ\u00eda y otros recursos.<\/p>\n\n\n\n

Pr\u00f3ximos pasos<\/h2>\n\n\n\n

La iniciativa mostr\u00f3 con \u00e9xito sistemas innovadores listos para su implementaci\u00f3n en situaciones de desastre reales. Los resultados han sido compartidos con los socios y la comunidad cient\u00edfica a trav\u00e9s de un simposio internacional, siete ponencias y presentaciones y cinco talleres de \u00abDifusi\u00f3n y participaci\u00f3n de la comunidad\u00bb.<\/p>\n\n\n\n

Adem\u00e1s, este proyecto contribuy\u00f3 a un nuevo est\u00e1ndar de comunicaciones. \u00abEspecificaci\u00f3n del sistema de informaci\u00f3n y comunicaciones mediante el uso de un veh\u00edculo durante el desastre\u00bb se desarroll\u00f3 de forma conjunta con el Ateneo Innovation Center y el Departamento de Tecnolog\u00eda de la Informaci\u00f3n y las Comunicaciones (DICT, Department of Information and Communications Technology) en Manila.<\/p>\n\n\n\n

Aunque cualquiera puede afirmar que los desastres son eventos habituales, el equipo comparte la meta de \u00abcero v\u00edctimas\u00bb de Filipinas. Nicoletta Metri<\/p>\n\n\n\n<p>Nigeria has a diverse geography, with climates ranging\nfrom arid to humid equatorial, and hundreds of languages spoken. The land area is close to a million square kilometers with only\na few urban centers that contain the bulk of commercial activity and disposable\nincome. When providing reliable broadband networks in rural areas is not sustainable\nfor commercial operators, the Community Network model can provide an\nindividual-centered Internet, deployed and operated by citizens to meet their\nown communication needs. <\/p>\n\n\n\n<p>The Internet Society\u2019s <a href=\"https:\/\/isoc.ng\/\">Nigeria Chapter<\/a>, in collaboration with the Ahmadu Bello University and several other community stakeholders, is developing a Community Network in Zaria.  Zaria is a symbolic town in Northern Nigeria that is rich in culture, agriculture, and education institutions. The project \u201c<strong>Zaria Community Network and Culture Hub<\/strong>\u201d, supported by the <a href=\"https:\/\/www.isocfoundation.org\/\">Internet Society Foundation<\/a> and its Beyond the Net Grant Programme, will bring wireless hotspots to campuses and public locations, while helping to establish an education hub to strengthen the efficiency of existing institutions. <\/p>\n\n\n\n<div class=\"wp-block-media-text alignwide\" style=\"grid-template-columns:21% auto\"><figure class=\"wp-block-media-text__media\"><img src=\"https:\/\/www.isocfoundation.org\/wp-content\/uploads\/2019\/05\/zaria1.jpg\" alt=\"\" class=\"wp-image-901\"\/><\/figure><div class=\"wp-block-media-text__content\">\n<p>\u201cWe believe in the CN\u2019s model as a game changer in Nigeria and we selected Zaria as a pilot location for what we hope will be replicated in multiple towns and villages around the country,\u201csays the President of the Nigeria Chapter <strong>Dewole Ajao<\/strong>. \u201cUsing existing infrastructure, the project will demonstrate how collaboration, stakeholder engagement, and capacity building can lead to a sustainable development model and richer lives for entire communities. Lower costs of access will encourage to increase the Internet use and free up scarce personal income for other basic needs.\u201d <\/p>\n<\/div><\/div>\n\n\n\n<p><strong>What are the key components of the\nproject plan?<\/strong><\/p>\n\n\n\n<p>\u201cFirst\nof all the <strong>stakeholder engagement,<\/strong>\u201d\nexplains Dewole. \u201cWe recognize the importance of involving the target community\nat all levels. From the Heads of Institutions to Faculty members, from the\nNetwork Engineers to the local youth.  The<strong> network infrastructure<\/strong> requires\nsignificant funding and it will be phased to be productive at each step. In the\nfirst phase, we intend to use lower cost hardware and wireless connectivity to\nreach all the major research and education entities. Experience in similar\nexercises has shown that <strong>power supply<\/strong>\nis a critical success factor. Due to limited funding, we have opted to provide\nsolar backup power to 50% of the locations involved. Power backup will go to\ninstitutions who are less likely to have their own power generating sets.\nFinally, a <strong>learning management system<\/strong>\nwill be hosted in the University data center and made available to all\nparticipants.\u201d<\/p>\n\n\n\n<p>This project is definitely a great\nopportunity for Zaria. The planning and deployment of the network is led by\nvolunteers who train local people in the ongoing management of the network. While\ncommunity operation helps to keep running-costs low, it also increases the\nearning potential and skills of the participating residents. <\/p>\n\n\n\n<p><strong>What\nsustainability model will this project use?<br>\n<\/strong>\u201cSustainability is very key to our\nlist of priorities. A model that has worked elsewhere is for the community to\nregister a corporate\/cooperative entity that will operate the \u201cbusiness\u201d using\nthe sustainability models the community decides on. Partners like us will\ncontinue to provide aid and technical support to help the project succeed.\u201d<\/p>\n\n\n\n<p>Existing examples provide concrete evidence that Community Network development can prompt positive effects to help communities leverage technology for socio-economic empowerment.
